  • 2. Open the PDF in Adobe Reader and click on Comment to open the tool panel. You can also get there from the Tools menu at the top.
  • 3. Click on the arrow next to where it says "Add" and then go to the final item, which says "Paste Clipboard Image as Stamp."
  • 4. The image will be placed as a stamp annotation, after which you can reposition and resize it in the PDF document.

The workaround process above works with Adobe Reader 2017 but, logically, it should work on later versions as well since you can still add an image as a stamp annotation on newer iterations like Adobe Reader DC.
