Step 6: For line 17a, you will have to multiply 16c by 90% and go through the instructions for the required annual payment based on prior year tax and enter it on line 17b. Line 17c is the required annual payment to avoid penalty, therefore enter the smaller of line 17a or 17b. But note that there is a caution under line 17c. Step 7: Go to line 18 and enter the income tax withheld and estimated to be withheld during 2017 and any other amount paid with form 1040C.Then subtract line 18 from line 17c and enter result on line 19a. But note if the result is less than $1000, check yes and stop or check no and go to line 20 to figure your required payment.
